Health Insurance for Children: Child Health Plus and Medicaid
New York State offers free or low cost health insurance for children under 19 through the Child Health Plus and Medicaid programs. Medicaid provides free health insurance. Child Health Plus provides free or low cost insurance for children who do not qualify for Medicaid. Most children can qualify for coverage either through Medicaid or Child Health Plus, regardless of income or immigration status.

Health Insurance for Adults: Family Health Plus and Medicaid
New York State offers health insurance for adults 19 to 64 years through the Family Health Plus and Medicaid programs. Medicaid provides free health insurance for low-income adults. Family Health Plus is a public health insurance program for adults between the ages of 19 and 64 who do not have health insurance — either on their own or through their employers — but have incomes too high to qualify for Medicaid.

Important legislation has increased the availability of comprehensive health insurance coverage for New York’s uninsured workers and their families. The Health Care Reform Act of 2000 introduced a program entitled "Healthy NY" which promotes access to quality health care by providing comprehensive health insurance to those citizens who need it most.
